Do You Need a Permit to Renovate in Dubai?
Short answer: almost every renovation in Dubai needs some form of approval, and anything that touches walls, structure or MEP services needs a formal permit. This guide explains who approves what, which small jobs may not need a permit, and what can happen if you go ahead without one.
- Apartments: a building-management NOC is needed before almost any renovation.
- Villas: the community or developer NOC comes first.
- Changes to walls, structure or MEP services need a permit from Dubai Municipality or the free-zone authority for your area.
- Working without approval can mean stopped works, fines, restoration orders and problems when you sell.
Who approves renovations in Dubai
- Building management or owners association: issues the NOC for work inside a tower and sets working hours, lift use and deposits.
- Master developer or community: for villas and townhouses in developer communities, a community NOC confirms the work follows the community guidelines.
- Dubai Municipality: issues building and modification permits on the mainland.
- Free-zone authorities: some areas are regulated by their own authority (for example Dubai Development Authority or Trakhees), which issues the permit instead.
- DEWA: when the electrical load changes.
- Dubai Civil Defence: when fire alarm or sprinkler systems are changed, mostly in commercial fit outs.

Work that usually needs a permit
- Removing or adding walls, including an open-plan kitchen
- Structural work: openings in walls or slabs, extensions, new floors
- Changes to plumbing, drainage, electrical or air-conditioning
- Moving kitchens or bathrooms
- Facade, roof, pergola and pool work on villas
- Commercial fit outs of offices, shops and restaurants
Work that may only need a building NOC
Like-for-like and cosmetic work, such as painting, replacing sanitaryware in the same position, new cabinet doors or flooring laid over the existing floor, is often allowed with just the building or community NOC. - The building management or authority can stop the work on site.
- You may face fines and be told to restore the original layout at your own cost.
- Unapproved changes can cause problems when you sell or rent, or at the next inspection.
- Insurance claims for damage linked to unapproved work may be refused.
- Most importantly, unapproved structural or electrical work can be unsafe.
