How to Get a Building NOC for Apartment Renovation in Dubai

Before you renovate an apartment in a Dubai tower, the building management or owners association has to approve it with a no-objection certificate (NOC). This guide walks through what they usually ask for, the rules during the works, and how to get your deposit back.

Key takeaways
  • No NOC, no renovation: security will not let contractors in without it.
  • Typical documents: application form, scope or drawings, contractor’s trade licence and insurance.
  • Many towers ask for a refundable security deposit.
  • Expect fixed working hours, lift bookings and corridor protection rules.

Who issues the NOC

In most towers the NOC is issued by the building’s property management company on behalf of the owners association. In some buildings the developer still manages approvals. The reception or management office will tell you which applies and give you their application form.

Documents usually required

  • The building’s renovation application form, signed by the owner
  • Proof of ownership, or the landlord’s consent if you are a tenant
  • A description of the works, and drawings for layout, MEP or wall changes
  • The contractor’s trade licence
  • Insurance certificates. See what insurance a contractor should have.
  • A method statement and programme for larger works
  • The security deposit, where required

Exact requirements differ between towers, so always use the building’s own checklist.

Rules during the works

  • Working hours: usually weekdays within set hours, with noisy work restricted.
  • Lift use: materials only in the service lift, often by booking.
  • Protection: corridors, lifts and doors protected; no debris in common areas.
  • Access passes for every worker.
  • Fire safety: detectors covered during dusty work and uncovered daily, no hot works without a permit.

Inspection and deposit refund

After completion the building management inspects the apartment and common areas. If everything matches the approved scope and there is no damage, the deposit is refunded. Keep the approved drawings and completion photos, because they help if anything is questioned later.

How long it takes

For simple works, some buildings approve within days; for layout or MEP changes that also need an authority permit, allow more time. A contractor who works in towers regularly, like our Dubai Marina team, can usually tell you the timeline for your building on the first visit. Need a permit too?
